Purchased from The Collector of Oddities NPC and Moonglow Lyceum, it is blessed because it is also a quest item for The Zealotry of Zipactriotl.

Found as one of the Hidden Kotl City Items found in regal chests it is not blessed, and cannot be used in the quest.

Both blessed and unblessed can also be used to activate the power core docking stations in the Kotl City, triggering the 'Great Battle Simulation' of the Treasures of the Kotl City event.
