Why are standard legenadry drops better than rare dungeon artifact drops?

I was looking at some of the artifacts from Doom, and i regularly get better drops from just running roof a couple times, vs the 1 in 100 to 1 in 1000 chance of getting an artifact drop. Thoughts?

Halo's would be an exception I suppose, but a lot of these rare artifacts seem much weaker, even though they have cool names, and color properties.
