Indecipherable Maps are created when trying to draw a map with the Cartography skill on landmasses other than Felucca or Trammel.

Indecipherable Map
An Indeciperable Map is the result of attempting to craft any type of map (local, city, sea chart, or world map) while your character is in an unsupported mapping location. These are purely decorative; they cannot be opened to show any map, and NPC Cartographers will not buy them.
In the past, this meant anywhere except Felucca or Trammel. Mapping support has now been added to Ilshenar, Malas, Tokuno, and Ter Mur, but Indecipherable Maps can still be created if your character is located in Eodon, or any dungeon within Felucca or Trammel.
Indeciperable Maps can be created in three different hues of grey.
Hue 2403:
World Map in Felucca/Trammel dungeons or Eodon
Hue 2404:
Local Map in Eodon
City Map in Felucca/Trammel dungeons or Eodon
Sea Chart in Eodon
Hue 2405:
Local Map in Felucca/Trammel dungeons
Sea Chart in Felucca/Trammel dungeons
