Zento
Zento is the only city on the Tokuno Islands — an Imperial City of the Tokuno Empire, located on Makoto-Jima (the smallest of the three named Tokuno islands), and the seat of the Imperial Minister of Trade in the Rockuon Cultural Center. Built as a walled city with a double wooden inner wall bound with strap iron and an outer stone wall encompassing gardens and the moongate, Zento mixes minka (free-standing houses), nagaya (row-houses), and Imperial administrative architecture across wide packed-dirt roads. Zento is the redemption hub for the Treasures of Tokuno event series — players exchange minor artifacts here with Ihara Soko for major artifacts and rewards.

Architecture
Zento is a walled city with deliberate Tokugawa-Japan flavor:
- Inner buildings surrounded by a double wooden wall bound with strap iron.
- Outer stone wall encompassing gardens, the moongate, and the inner walled city.
- Wide, packed dirt roads connecting the buildings.
- Mixture of minka (free-standing houses) and nagaya (row-houses).
- South dock added with the High Seas booster pack, making the city more accessible by ship.

Events and lore
Treasures of Tokuno
Zento is the redemption hub for all four iterations of the Treasures of Tokuno event:
Players hand minor artifacts to Ihara Soko at the Rockuon Cultural Center; 10 minor artifacts = 1 major artifact.
Hanzagiri Clan raid
The lore of ToT I tells of the familial Hanzagiri clan that looted the capitol city of Zento to unseat the Empress — their fleet was lost at sea during a phenomenal storm, scattering the stolen Imperial artifacts that Britannian adventurers later recovered.
Imperial alignment
Unlike the Britannian cities, Zento is not part of Britannia — it is the seat of the Tokuno Empire, ruled by the Empress (or, during the Casca-decree era, by Casca's nominal protectorate). The Imperial designation means:
- No Britannian Royal Council jurisdiction.
- Imperial Minister of Trade handles cross-realm exchanges.
- Tokuno-specific items and currencies circulate here (Tokuno Tokens, Imperial seals, etc.).
- The Empress's Decree is the operative law — distinct from Britannian Law.
