Stat Scrolls
Stat Scrolls (formally Status Enhancement Scrolls, often called Scrolls of Power) are consumable scrolls that raise your character's cumulative statistics cap by a fixed amount when read. Introduced in Publish 16 (mid-July 2002) alongside the Champion Spawn system, Stat Scrolls drop from The Harrower (the high-end Champion Spawn boss) and can also be obtained via the Justice Virtue Protector mechanic. They are stat-cap permanent upgrades and stack with the Veteran Reward stat bonus and the Scroll of Valiant Commendation, giving the highest-end characters a stat cap of 260 (vs the base 225).
Drops and acquisition

The randomness is per-roll: each character involved in the Harrower fight (with sufficient damage contribution) rolls independently for a Stat Scroll drop. A successful Harrower kill can drop multiple scrolls across the participating party.
The five tiers
There are five tiers of Stat Scroll, scaled by the bonus they grant:

Each tier is progressively rarer. The Ultimate (+25) is the rarest and the most economically valuable.
Cumulative cap rules
You cannot combine two or more scrolls to exceed the +25 maximum:
- Reading a +5 then a +10 = +10 (the higher value replaces, not stacks).
- Reading a +25 then a +20 = +25 (the lower scroll wastes; +25 was already applied).
You can only upgrade by reading a higher-tier scroll. Once you've read a +25, all lower-tier scrolls do nothing.
Example: a character at the base 225 stat cap reads a +10 Exalted Scroll → cap is now 235. Reading a +15 Mythical Scroll later raises cap to 240 (235 base + 15 = 240). Reading a +25 Ultimate later raises cap to 250 (225 base + 25 = 250 — the +10 and +15 are replaced, not stacked).
Veteran Stats — the +5 account-wide bonus
Players whose accounts are 6 months or older receive a +5 stat-cap bonus account-wide. This was originally tied to a specific AoS-era item that was account-applied; the mechanic was simplified to "any account 6+ months gets the +5" later.
The Veteran +5 does stack with Stat Scrolls, unlike the scrolls themselves:
- New account, no scrolls: 225 base cap.
- 6-month account, no scrolls: 230 (225 + 5 vet).
- 6-month account, +25 Ultimate: 255 (225 + 5 vet + 25 scroll).
Scroll of Valiant Commendation
A separate +5 bonus from a separate item — the Scroll of Valiant Commendation, dropped from the Exodus Encounter (Publish 79). This stacks with both the Veteran +5 and the Stat Scroll +25:

So the highest-possible stat cap in modern UO is 260 — accessible only to a 6+ month account that has read both a +25 Stat Scroll and a Scroll of Valiant Commendation.

How to use a stat scroll
Double-click the scroll. A confirmation gump appears: "This will raise your maximum stats by [amount]. Continue?" — confirm. The scroll is consumed. Your stat cap is immediately and permanently raised.
There is no skill check, no stat redistribution required, no failure case — it just works. Re-read is impossible (the scroll is destroyed).
Stat allocation
Stat Scrolls do not redistribute or auto-allocate stats. You receive +5/+10/+15/+20/+25 to the cap; you must then train your stats up through normal gameplay (combat, skills) to fill the new room.
To allocate stats post-scroll:
- Open your Stat Manager (or stat lock UI).
- Set lock direction (up/down/locked) on each of Strength, Dexterity, Intelligence.
- Use combat / skills associated with your raise-target stat — Anatomy gains Str, Magery gains Int, Wrestling/Healing gain Dex.
- The next stat-tick after your cap is raised will roll naturally up to fill the new room.
Scroll prices on the player market
A rough mid-shard price guide (varies wildly by economy):

The +25 Ultimate is one of the most expensive single items in the game.
